C.R. “Chuck” Pennoni, PE, is Pennoni Associates’ Founder and Chairman. As a young engineer starting out more than 50 years ago, Mr. Pennoni learned early that reputation means everything when providing consulting services. Doing good work for clients at a fair price, and making sure to communicate with them every step of the way, helped him to build an excellent reputation as a professional engineer. That reputation provided the building blocks for the success of the firm that he founded.

In addition to his role with Pennoni Associates, Mr. Pennoni served in 2009/2010 as Interim President and CEO of Drexel University, the institution where he earned both his BS and MS Degrees in Civil Engineering.  This is a repeat service for him, having served as Interim President from 1994-1995, as well as having previously served as a University Trustee and Chairman of the Board. Mr. Pennoni received an honorary doctorate from the University in 1992.

Mr. Pennoni has been President of the American Society of Civil Engineers (ASCE) and Director and President of the ASCE Foundation; a Trustee and President of United Engineering Trustees, Inc.; President of the Accreditation Board for Engineering and Technology; and a member of the United States Council for International Engineering Practice. He served on the Engineering Advisory Boards of Widener University, the University of Pennsylvania and Drexel, and he is vice chair of the Board of Governors of the Pennsylvania State System of Higher Education. Mr. Pennoni serves on the Corporate Boards of Parke Bank, GCA Services, Inc., and The Granite Group. He also serves on the Boards of the World Trade Center of Greater Philadelphia, the University City Science Center, the Schuylkill River Development Corporation, and is a member of the National Academy of Engineering.

Anthony S. Bartolomeo, PE, serves as President and Chief Executive Officer. Tony joined Pennoni in 1986 and has more than 30 years experience in environmental engineering, coupled with broad experience in the relationship development among the federal, state and local government levels, all of which have a stake in the success of major civil infrastructure projects. He has integrated the engineering and financial aspects of major projects into the legal, regulatory and community objectives, to the benefit of Pennoni’s diverse client base. Tony is a licensed Professional Engineer in several states, and is a Civil Engineering graduate of the University of Pennsylvania.

Tony serves as a member of the Board of Directors for a number of not-for-profit organizations in the Delaware Valley. He is a Board Member of the Philadelphia Academies, Inc., a CEO Ambassador for 21st Century Skills, Chairman of the Board of the World Trade Center of Greater Philadelphia, and a Board Member of the Greater Philadelphia Chamber of Commerce. Most recently, Tony was appointed by Mayor Michael Nutter as one of four co-chairs for the Philadelphia Council for College and Career Success, an organization charged by the Mayor with envisioning and developing citywide partnerships, strategies, and infrastructures to support youth attainment of 21st century skills and post-secondary education. Tony is Chairman of the Board and serves on the Executive Committee of the Pennsylvania Environmental Council and is a Founding Board Member and Finance Committee Chairman of the Philadelphia Global Water Initiative. Mr. Bartolomeo serves on the Governor’s Marcellus Shale Advisory Commission for the Commonwealth of Pennsylvania, as well as having served as a member of Governor Corbett’s Transition Team.

Peter J. Coote, PE, Esq, serves as Vice President, Secretary and General Counsel. Peter is responsible for risk management and contract administration, interpretation, and negotiation. Peter joined Pennoni Associates in 1997 and is a licensed Professional Engineer in Virginia. He earned his Civil Engineering degree from the United States Military Academy, and a Juris Doctor with Honors from the University of Illinois College of Law.

Peter is a member of the Society of American Military Engineers, the Legal Counsel Forum of the American Council of Engineering Companies,  and the United Services Organization, Philadelphia Chapter. He is also a member of the Pennsylvania Bar Association, American Bar Association, and the Association of Corporate Counsel.

David A. DeLizza, PE, serves as Senior Vice President for Strategic Growth. Dave’s responsibilities include new initiatives, client and project development, mergers and acquisitions, and development of international opportunities.  Dave sits on Pennoni’s Executive Committee, and is the Chairman of Pennoni’s Strategic Planning Committee. He joined Pennoni Associates in 1979 and has extensive experience in civil engineering, client services and project management. Dave is a licensed Professional Engineer in Pennsylvania, New Jersey, New York and Delaware. He is a Civil Engineering graduate of Drexel University.

A member of the American Society of Civil Engineers and the National Society of Professional Engineers, Dave also sits on the Rowan University Civil Engineering Advisory Council, the Advisory Council of the World Trade Center of Greater Philadelphia and the Stockton College Foundation Board of Directors.

Stacey M. McPeak serves as Vice President and Chief Financial Officer.  Stacey is responsible for implementing and managing the financial reporting system that supplies Pennoni management with timely and reliable information necessary to make sound business decisions. Stacey has extensive experience in Federal Acquisition Regulations (FAR) and Administration of Employee Stock Ownership Plans (ESOP), and manages banking relationships including credit line negotiations. She joined Pennoni Associates in 1991, and is a Certified Public Accountant (CPA) with six years public accounting experience prior to joining Pennoni. Stacey earned her BS in Accounting and MS in Taxation from Widener University.

Charles B. Perry serves as Senior Vice President and Chief Operating Officer. Charles has over 40 years of experience and accomplishments in public service and private practice, including both the construction and the professional engineering industries.  His public service career comprised almost 20 years with the Virginia Department of Transportation, beginning as an Engineer Trainee and ending as the Northern Virginia District Engineer. Charles served Patton Harris Rust & Associates, which became a Pennoni Company in 2011, as Chief Executive Officer.

Thomas Davis Rust, PE, AICP, serves as Vice Chairman on the Board of Directors and is a member of Pennoni’s Executive Committee. He previously served as Chairman and Senior Principal of Patton Harris Rust & Associates, which merged with Pennoni Associates in 2011. Tom has a diversified engineering and planning background as well as an extensive community and civic involvement. He participates in the leadership, outreach, and client interaction for the firm and is actively involved in projects. Tom earned an undergraduate degree in Civil Engineering from Virginia Tech, a graduate degree in Engineering from George Washington University, as well as a graduate degree in Environmental and Urban Planning from the University of Virginia.

Tom spent five years on the Town Council of Herndon, Virginia, before serving as the municipalities Mayor for 20 years. He has served in the Virginia General Assembly in the House of Delegates since being elected in 2001. The Washington Post has called him, “one of the more effective lawmakers in the General Assembly.” Tom has also worked in the Virginia higher education system by serving in leadership positions the Longwood University and Virginia Tech Boards of Visitors. He has also been recognized by many groups for his work including the “Tower of Dulles” and "Dust, Blood and Sweat" awards for his work promoting transportation. He also received a Lifetime Achievement Award for Public Service for the Dulles Regional Chamber of Commerce and the 2011 Legislator of the Year from the American Planning Association.

Nelson J. Shaffer serves as Executive Vice President and Chief Administrative Officer. He joined the firm in 1979 and has experience in transportation project management and organizational management. Nelson has a BA in Sociology from Western Maryland College (McDaniel) and a Masters Degree in Transportation Engineering from Villanova University.

Nelson sits on Pennoni’s Board of Directors, Executive Committee and Strategic Planning Committee. A Fellow and life member of the Institute of Transportation Engineers (ITE), Nelson served as President of the Mid-Atlantic Section and District 2 in ITE as well as the International Director for the District. He is a member of the American Society of Highway Engineers (ASHE) and the current vice-chairman of the Southwest Delaware County Municipal Authority. He has been a member of the Villanova CEE Advisory Committee since 2004.
