Craig E. Bryson, RLA serves as Office Principal for Warrington, PA. Craig is responsible for client service and business development efforts for the Warrington office and for managing the success and growth of the Warrington staff and projects. Craig joined Pennoni Associates originally in 1996 and then rejoined the firm in 2007. He has a proven ability to manage multi-faceted, multi-consultant projects. He is well verse in the areas of planning, grading, vehicular access, road design, stormwater management, erosion and sedimentation control, and environmental best management practices. He also has extensive permitting experience to respective agencies for all aspects of site development. Craig earned his BS in Landscape Architecture from West Virginia University, and is a Registered Landscape Architect in Pennsylvania.

Craig is a member of the American Society of Landscape Architects, the Urban League Institute, and the International Council of Shopping Centers.

Mark T. Celoni, PE, serves as Vice President and Philadelphia Office Director. Mark is responsible for client service and business development efforts as well as the management, growth and success of the Philadelphia office. Mark joined Pennoni Associates in 1988, and has managed some of the region’s largest multi-disciplinary projects for the firm. His expertise is in feasibility studies, master planning, testimony at zoning hearings, subdivision and land development applications, environmental permitting, demolition, site geometry, horizontal and vertical roadway design, storm water management, utility design, grading, earthwork, soil conservation, technical reports and specifications. Mark earned his BS in Commerce Engineering Sciences and his MS in Engineering Management from Drexel University, and is a licensed Professional Engineer in Pennsylvania.

Mark is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, the Pennsylvania Society of Professional Engineers, the Engineers’ Club of Philadelphia, the Urban Land Institute, the Charter High School for Architecture & Design Business Advisory Council, and Board Member for ACE Mentoring, Eastern Pennsylvania.

Nathan M. Cline, PE, serves as Office Director for West Chester, PA. John is responsible for client service and business development efforts for the office and for managing the success and growth of the West Chester staff and projects. Nate serves as township engineer for many of Pennoni’s municipal clients in both Chester and Delaware counties. He has managed a wide array of projects, including a $2.5 million athletic field complex in Concord Township, multiple successful grant applications, annual road programs of over $400,000, road replacement projects, UCC reviews and inspections, E&S and Act 167 permitting, storm and sanitary sewer capital projects, subdivision/land development reviews, and construction observation.

Nate earned a Bachelor of Science degree in Civil Engineering from Villanova University in 2000 and a Master of Science degree in Engineering Management from Drexel University in 2008. He is a registered Professional Engineer and completed Chester County’s Master Planner Program in 2012. This past winter, Nate was the recipient of Chester County Engineer’s “Promise Award,” and he was awarded the “Young Engineer of the Year” award by the Pennsylvania Society of Professional Engineer’s Delaware County chapter in 2010.

Mark H. Davidson serves as Associate Vice President and the Office Director for Milton, Delaware. Mark is responsible for the management, growth and success of the Milton office and Southern Delaware practice. Mark joined Pennoni in 2010. For 12 years, Mark owned a professional engineering, surveying and consulting firm that provided professional consulting and design in land planning for residential, industrial, institutional, municipal and commercial applications to a wide range of clients in Delaware and Maryland. Mark has more than 27 years of experience in surveying, engineering, consulting and land planning. Mark’s vast experience includes project and construction management, bidding phase administration, CQA/CQC, inspection and documentation, claims analysis and boundary and contract dispute resolution. He has studied, planned, surveyed, designed and engineered sustainable, master-planned communities, commercial and urban redevelopment projects, and the public infrastructure that supports them. Project experience includes cutting edge design and technology as well as value engineering to help clients through the ever-changing market. Mark also has experience in solar photovoltaic design, permitting and installation. Mark is a DNREC Certified Construction Reviewer, Wastewater System Designer, Percolation and Infiltrometer Tester and has Sediment & Stormwater Management Certifications in both Delaware and Maryland.

Mark is a past director of the Delaware Onsite Wastewater Recycling Association as well as a member of the American Planning Association, American Institute of Certified Planners and has served in the past as a committee member of Delaware Low Impact Development Roundtable Committee, Delaware Pollution Control Strategy Committee, Delaware Sediment & Stormwater Regulatory Advisory Committee, and the Delaware Technical & Community College A/E Curriculum Committee.

Maureen T. Decker serves as Office Director for Baltimore, MD. Maureen is responsible for the management, growth and success of the Baltimore office. Maureen joined Pennoni Associates in 2005, and her expertise is in transportation engineering and transportation planning.  Her expansive experience ranges from alignment studies and transportation elements of environmental impact statements, to signal design, and highway safety projects.  Maureen provides client liaison services to state, county and local agencies. Maureen studied Civil Construction at Lehigh Community College, and received her BS degree in Transportation Engineering from The Pennsylvania State University. She is a registered Engineer-In-Training in Pennsylvania.

Maureen is a member of the Chesapeake Section of the American Society of Highway Engineers, the County Engineers Association of Maryland, and the Maryland Chapter of the American Council of Engineering Companies. She is Past President of District 2 of the Institute of Transportation Engineers and serves on the Greater Baltimore Committee Task Force charged with improving Maryland State Transportation Funding.

Bruce J. Frederick, LS, serves as Vice President and Office Director for Norfolk, VA. Bruce is responsible for client service and business development efforts for the Hampton Roads area as well as the management, growth and success of the Norfolk office. He has supervised numerous boundary and topographic surveys in the Tidewater area as a survey department director. He also has supervised many topographic and construction layout projects, survey calculations and CADD production. Bruce works with existing and potential clients on a daily basis, as well as all field and office personnel.

Bruce has experience on project teams in the design of water, sewer and storm drainage systems. He also has over 26 years of experience in the management of survey projects from start to completion. A graduate of Bridgewater College, Bruce is a member of the Virginia Association of Land Surveyors, the Society of American Military Engineers, and the National Society of Professional Surveyors.

Edward P. Guetens serves as Vice President and Office Director for Haddon Heights, NJ, and Vineland, NJ.  Ed is responsible for client service and business development efforts as well as managing the success and growth of the Haddon Heights and Vineland staff and projects. Ed joined Pennoni Associates in 1998, and has experience designing and managing environmental remediation and hazardous material abatement projects throughout the United States.  He has been responsible for technical staff providing services such as hazardous materials surveys, environmental site assessments, indoor air quality investigations, air monitoring, safety inspections, quality control inspections, risk assessments and the enforcement of Federal, State and local regulations. Ed attended both Camden County College and Drexel University.

Ed has been a member of the City of Philadelphia Asbestos Control Regulation Work Group and of the New Jersey State Regulatory Review Committee for Asbestos.

Khaled R. Hassan, PE serves as Associate Vice President and the Office Director for King of Prussia, PA.  He manages the day to day operations for the King of Prussia office, as well as working to cultivate new and existing clients. Khal previously served as a Senior Engineer for the Civil/Site/Landscape Architecture Division. Coming from a background of broad knowledge and expertise in Civil/Site Engineering, he has over 17 years of experience in design and construction management, storm and sanitary sewers, road culverts, stream rehabilitation projects, among other types of projects. He also possesses extensive knowledge in project management, zoning and land development. Khal has significant experience with public presentations through his role as a Borough and Township Engineer. He is a graduate of Temple University where he earned a Bachelor of Science degree in Civil Engineering. Khal is a licensed Professional Engineer in Pennsylvania and Delaware.

Todd Hay, PE, CME, serves as Associate Vice President and Office Director for Edison, NJ. He is responsible for client service and business development efforts for the office and manages the success and growth of the northern New Jersey staff and projects. Mr. Hay has more than 20 years of municipal and site design engineering experience. He earned a bachelor’s degree in civil engineering from Temple University and a master’s degree in urban and transportation planning from the New Jersey Institute of Technology. He has also been involved in the preparation of local, state and federal grants as made available to municipalities. Mr. Hay has served as the appointed Borough Engineer for the Borough of Bloomingdale, Passaic County, New Jersey, and the appointed Township and Planning Board Engineer for the Township of Springfield, Union County, New Jersey. Currently, Mr. Hay serves as the appointed Township, Planning and Zoning Board Engineer for the Township of Nutley, Essex County, New Jersey. He is both a registered Professional Engineer and a Certified Municipal Engineer in New Jersey.

Mr. Hay has served as principal-in-charge and project manager for high-profile clients such as US Army Corps of Engineers, McDonalds, Goldman Sachs, IBM, General Growth Properties, Jones Lang LaSalle, T-Mobile USA and MetroPCS. He has represented construction contractors and New Jersey State transportation authorities. Currently, Mr. Hay works with the New Jersey State Attorney General’s Office with state matters of condemnation and takings as a Certified Non-Real Estate Specialist.

Robert E. Hayden, PE, joined Pennoni Associates in 2014 with the acquisition of B.D. Abel, where he served as President. Bob serves as Associate Vice President and Office Director of Wilmington, DE, office. The staff in Wilmington provides MEP Engineering services including HVAC Testing, Balancing, and Commissioning services. Bob is a registered Professional Engineer in Delaware, New Jersey, Maryland, Pennsylvania, and North Carolina and earned a bachelor’s degree in engineering from Widener University, as well as an AAS degree in Fire Protection Technology. Bob has more than 35 years in HVAC and hydronic system design including laboratory design, special environment areas such as clean rooms, chiller plants, flammable liquid area ventilation systems, paint spray booths, and underground lines. 

He is currently the Mechanical Engineering Council Member for the Delaware Association of Professional Engineers, a member of the National Fire Protection Association, and a member of the American Society of Heating Refrigeration and Air Conditioning Engineers.

Ronald A. Mislowsky, PE is Associate Vice President and Office Director for the Winchester office. His responsibilities include the coordination of all of the marketing, sales, operational and financial oversight for the Winchester based projects, and directing the activities of a staff of engineers. He has successfully managed design projects in the areas of residential, commercial and industrial land development and site planning; stormwater conveyance and detention; transportation planning and design; and municipal sewer and water improvements. He is a graduate of The Virginia Military Institute with a Bachelor of Science in Civil Engineering and after graduation served in the United States Navy as an officer in the Submarine Forces. Ron is a Licensed Professional Engineer.

Ron is a member of the American Society of Civil Engineers, the Virginia Society of Professional Engineers and the Top of Virginia Home Builders Association.  He is also a member of the City of Winchester Economic Development Authority and Chairman of the City’s Community Development Committee.  He also served for six years on the Winchester School Board.

Ronald C. Moore, Jr. serves as Regional Vice President and Acting Office Director for the Columbia and Germantown offices. As Office Director, Ron is responsible for client service and business development efforts as well as the management, growth, and success of the Columbia and Germantown offices. He has extensive experience in traffic engineering, transportation engineering, municipal engineering, intelligent transportation systems (ITS), land development and construction, and is very familiar with DOT specifications and has provided training to DOT personnel on various traffic and ITS topics.  Ron has also provided public testimony on numerous land development and transportation projects and has served as a traffic expert throughout the Northeastern United States. He is a Civil Engineering graduate of the University of Delaware.

Ron is a member of the Institute of Transportation Engineers, the American Society of Civil Engineers, and the American Society of Highway Engineers. Ron is also an elected official on the Clearview Regional Board of Education, President of the Country View Homeowners Association, a member of the Boy Scouts of America, Garden State Council Advisory Council, and serves on the University of Delaware Civil and Environmental Engineering Department’s External Advisory Council.

Joseph F. Benjamin C. Osgood, PE, serves as Acting Office Director for Pennoni’s New England Operations, with offices in Methuen, MA and Salem, NH. Ben is responsible for overseeing the growth and success of business in the New England practice. His professional credentials include over 28 years of civil/ site storm water management design, hydraulic modeling, utilities and roadway engineering, and construction experience in retail, industrial, commercial, and residential land development projects for both the public and private sectors. He has a broad range of experience in planning, design, engineering, project management, and construction management. Ben has held lead positions in both civil/ site and roadway projects. His experience includes working with the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department, and the Massachusetts Natural Heritage program, as well as more than 50 municipalities in the state. Ben has testified as an expert witness in both the Massachusetts Land Court and Massachusetts Superior Court in the fields of general civil engineering and erosion control.

A graduate of the University of Vermont, where he earned a degree in civil engineering, Ben is a member of the American Society of Civil Engineers.

Edward F. Rasiul, PE, PLS, serves as Associate Vice President and Office Director for Newark, DE. Ed is responsible for managing the growth and success of the projects and staff in the Newark office. Ed joined Pennoni Associates in 2002, and has an extensive and diverse consulting engineering background with design and construction management experience of various civil engineering projects involving highway and bridge rehabilitation and replacement; stormwater management control, wastewater conveyance, water distribution, and other governmental/quasi-governmental infrastructure. His vast experience includes the design of a wide variety of land development projects for both private and public clients, and he possesses extensive knowledge of regulations relating to zoning and land development. He has served in the capacity of municipal engineer to various Chester County, Pennsylvania municipalities. Todd Stager, PE, serves as Associate Vice President and Office Director for State College and Mechanicsburg, PA. Mr. Stager has more than 19 years of diverse professional experience in civil and environmental engineering, which includes design, consulting, construction and project management. His experience includes site design for energy, commercial, government, industrial, educational, and residential clients. Mr. Stager has provided implementation support for services in the natural gas industry, ensuring superior service and project delivery. He has become heavily involved in the permitting, design and construction of well pads, impoundments, pipelines and compressor stations in support of site development for upstream and midstream companies in the Appalachian Shale Play. Mr. Stager has experience with those projects that require a unique strategic approach, negotiations and government relations. David Steigler, LA, AICP, LEED Green Associate, serves as Associate Vice President and Office Director for Chantilly, VA. David is a Professional Landscape Architect and land planner with more than 30 years of experience with a wide variety of residential, commercial, institutional, and park projects for both private and public clients. He is experienced in land planning and zoning issues, and also participates in public hearings, zoning, planning, and community meetings. David has experience serving as the project manager through the entitlement process in various jurisdictions. A graduate of the Pennsylvania State University, he is a member of American Society of Landscape Architects, the American Institute of Certified Planners, and the FCPA’s Tysons Park Planning Advisory Group, among other organizations.
