Thomas Blank, CIH, CSP, serves as Associate Vice President and Office Director for Monroeville, PA. Tom is responsible for client service and business development efforts for the Pittsburgh area as well as the management, growth and success of the Monroeville office. He joined Pennoni in 2011 and has an extensive background in the areas of safety and health research, education, toxicology, industrial hygiene, regulatory processes, management of safety, health, and environmental programs, SARA compliance, and process safety/risk management. His past industrial experience also includes process engineering management capabilities. Tom earned a BS in Biology from the University of Utah and a MS in Industrial Hygiene from Central Missouri State University. He is a Certified Industrial Hygienist and a Certified Safety Professional. Ronald C. Brown, PE, PLS, serves as Office Director for Mechanicsburg, PA. Ron is responsible for the management, growth and success of the Mechanicsburg office, as well as serving as the Marysville Borough Engineer. He joined Pennoni Associates in 2003, and specializes in highway maintenance and traffic engineering services for state, local, and private development projects. His experience includes preparing and reviewing Traffic Impact Studies (TIS), traffic signal and traffic signal system designs and reviews, conducting engineering and traffic studies to implement traffic restrictions and speed limits, maintenance and protection of traffic plans for construction projects, conducting accident analysis for highway projects to determine remedial measures, developing signing and pavement marking plans, and pavement restoration and maintenance activities. Ron graduated from the Harrisburg Area Community College with a degree in Civil Engineering Technology, completed the Transportation Executive Management Program at Pennsylvania State University, and earned a Management Certificate from Messiah College. He is a licensed Professional Engineer and a licensed Professional Land Surveyor in Pennsylvania.

Ron is a member of the Institute of Transportation Engineers and the Association of State Highway Engineers.

Craig E. Bryson, RLA serves as Office Principal for Doylestown, PA. Craig is responsible for client service and business development efforts for the Doylestown Office and for managing the success and growth of the Doylestown staff and projects. Craig joined Pennoni Associates originally in 1996 and then rejoined the firm in 2007. He has a proven ability to manage multi-faceted, multi-consultant projects. He is well verse in the areas of planning, grading, vehicular access, road design, stormwater management, erosion and sedimentation control, and environmental best management practices. He also has extensive permitting experience to respective agencies for all aspects of site development. Craig earned his BS in Landscape Architecture from West Virginia University, and is a Registered Landscape Architect in Pennsylvania.

Mark T. Celoni, PE, serves as Vice President and Philadelphia Office Director. Mark is responsible for client service and business development efforts as well as the management, growth and success of the Philadelphia office. Mark joined Pennoni Associates in 1988, and has managed some of the region’s largest multi-disciplinary projects for the firm. His expertise is in feasibility studies, master planning, testimony at zoning hearings, subdivision and land development applications, environmental permitting, demolition, site geometry, horizontal and vertical roadway design, storm water management, utility design, grading, earthwork, soil conservation, technical reports and specifications. Mark earned his BS in Commerce Engineering Sciences and his MS in Engineering Management from Drexel University, and is a licensed Professional Engineer in Pennsylvania.

Thomas M. Chicca, PE, serves as Office Director for Columbia and Germantown, MD. Tom has more than 37 years of experience in the design and management of development projects, including planning, engineering, utility design, hydrologic and hydraulic analyses, site planning, feasibility studies, sediment control and stormwater management. He is currently a registered Professional Engineer in seven states, including Maryland, Virginia, and the District of Columbia. In a previous position he was central to procurement of and performance on a number of international development projects for clients including the U.S. Agency for International Development (USAID) and the Millennium Challenge Corporation. He also served as home office technical manager on two projects in the Republic of Georgia and one project in Afghanistan. Tom is a member of ACEC, ASCE and a member of the Board of Direction for SAME’s DC Post serving as Chairman of the Investment Committee. He is a graduate of the University of Maryland and the ACEC Senior Executives Institute (SEI), which is an advanced management, leadership, and public policy training program.

Mark H. Davidson serves as Associate Vice President and the Office Director for Milton, Delaware. Mark is responsible for the management, growth and success of the Milton office and Southern Delaware practice. Mark joined Pennoni in 2010. For 12 years, Mark owned a professional engineering, surveying and consulting firm that provided professional consulting and design in land planning for residential, industrial, institutional, municipal and commercial applications to a wide range of clients in Delaware and Maryland. Mark has more than 24 years of experience in surveying, engineering, consulting and land planning. Mark’s vast experience includes project and construction management, CPM schedule analysis, bidding phase administration, CQA/CQC, inspection and documentation, claims analysis and boundary and contract dispute resolution as well as studied, planned, surveyed, designed and engineered sustainable, master-planned communities, commercial and urban redevelopment projects, and the public infrastructure that supports them.  Project experience includes cutting edge design and technology as well as value engineering to help clients through the ever-changing market. Mark also has experience in solar photovoltaic design, permitting and installation. Maureen T. Decker serves as Office Director for Baltimore, MD. Maureen is responsible for the management, growth and success of the Baltimore office. Maureen joined Pennoni Associates in 2005, and her expertise is in transportation engineering and transportation planning.  Her expansive experience ranges from alignment studies and transportation elements of environmental impact statements, to signal design, and highway safety projects.  Maureen provides client liaison services to state, county and local agencies. Peter J. Grandy, PE, LEED AP BD+C, serves as Senior Engineer for Farmington, CT, office. Edward P. Khaled R. Hassan, PE serves as Associate Vice President and the Office Director for King of Prussia, PA.  He manages the day to day operations for the King of Prussia office, as well as working to cultivate new and existing clients. Khal previously served as a Senior Engineer for the Civil/Site/Landscape Architecture Division. Ronald A. Mislowsky, PE is Office Director for Pennoni’s PHR+A Winchester division.  His responsibilities include the coordination of all of the marketing, sales, operational and financial oversight for the Winchester based projects, and directing the activities of a staff of engineers.  He has successfully managed design projects in the areas of residential, commercial and industrial land development and site planning; stormwater conveyance and detention; transportation planning and design; and municipal sewer and water improvements.  He has been with PHR+A for 23 years.  He is a graduate of The Virginia Military Institute with a Bachelor of Science in Civil Engineering and after graduation served in the United States Navy as an officer in the Submarine Forces.  Ron is a Licensed Professional Engineer.

Todd Stager, PE, serves as Office Director for State College, PA. Mr. Stager has more than 19 years of diverse professional experience in civil and environmental engineering, which includes design, consulting, construction and project management. Joe Viscuso, PE, PLS, serves as Vice President and Office Director for West Chester, PA. Joe’s work specialties include site-civil design and land development permitting and entitlement, and he manages the firm’s work in the Marcellus Shale industry. He currently serves as the Township Engineer in Aston Township and the Township of Upper Chichester. He developed the curriculum for a Land Development course at Widener University, where he serves as an Adjunct Professor, and he has spoken nationally on the permitting and entitlement process and written and published numerous articles on the topic. Susan Wolford, LA, AICP, LEED Green Associate, serves as the Office Director for the Virginia offices in Chantilly, Leesburg, and Harrisonburg.  She is responsible for providing operational and financial oversight of these offices.  Sue also serves as Principal-In-Charge for several of the firm’s municipal open-end contracts, ensuring clients receive the necessary support, resources and service required to implement the goals and objectives of their projects.  Sue has 32 years of industry experience, 25 of which have been with PHR+A.  She is a graduate of The Pennsylvania State University with a Bachelor of Science  in Landscape Architecture.  She also earned an MBA from the University of Phoenix.  Sue is a licensed landscape architect in Virginia, West Virginia and Pennsylvania, as well as a certified land planner and LEED Green Associate.
