Recreation, Parks & Open Space
Pennoni Associates routinely assists municipal recreation departments and schools in creating recreational facilities and preserving Open Space for the benefit and enjoyment of township residents.
Pennoni performs comprehensive planning for recreation, parks and open space, as well as design and oversight of the construction of recreation projects for our municipal clients including trails, bike paths, concession areas, comfort stations, playground areas, picnic areas, ornamental fountains and landscaped areas, skateboard parks, basketball courts, tennis courts, baseball/softball fields, soccer fields, multi-purpose artificial turf fields, football fields, and hockey rinks complete with bleachers and scoreboards. Each municipality is unique in its recreational needs, and each project includes unique features for site layout that Pennoni carefully coordinates with the municipal directors and elected officials.
In addition to designing these projects, Pennoni also provides bid documents, solicits and reviews contractors' bids, makes recommendations for contractor award, and oversees the contractor's work including reviewing and approving construction submittals, coordinating and observing construction, and reviewing contractor pay requests.
Pennoni has also been instrumental in helping municipal governments preserve valuable open space by providing land title surveys, preparing legal descriptions, filing record plans, and updating tax maps.

Structural Condition Assessments
The largest percentage of the current built environment consists of existing, previously constructed buildings and structures. As a result, owners, property managers, and other stakeholders are constantly faced with the task of maintaining their existing facilities in a fiscally responsible manner even in an environment of reduced and or limited operating budgets. To that end, Pennoni provides building, parking structure, façade, roof and other facility condition assessments to both private and public clients. Structural condition assessments can be performed on buildings (including historic and adaptive reuse facilities), industrial facilities, infrastructure and utility structures, near-shore marine structures (piers, wharfs, bulkheads, mooring facilities), and parking garages.

Daniel S. DiMucci, RLA, ASLA
Daniel S. DiMucci, RLA, ASLA, serves as Senior Vice President and Principal-in-Charge for Higher Education. Dan is responsible for Higher Education business development and special projects, focused on Site Design and Landscape Architecture. Dan has vast experience in landscape architecture and site planning from conceptual design through project development, and has been recognized for excellence in landscape architectural design. Dan’s project experience includes revitalization of central business districts, parks and recreation facilities, campus facilities, corporate office centers, industrial parks and sports complexes. Dan joined Pennoni Associates in 1986. He has a BS in Landscape Architecture from The Pennsylvania State University, as well as a Masters in Urban and Regional Planning from the University of Pittsburgh. Dan is a Registered Landscape Architect in five states.
Dan sits on Pennoni’s Board of Directors, and is a member of the American Society of Landscape Architects, the American Planning Association, the Penjerdel Council, the Central Philadelphia Development Committee, and the Pennsylvania State Board of Landscape Architects. He sits on the Board of Directors of the Arts and Architecture Society at The Pennsylvania State University, for Holy Family Home, and for the Charter High School of Architecture and Design.
Education
When it comes to education, the campus fabric of green spaces, roads, parking, and walkways surrounding the buildings becomes the first and last impression of the institution for students, faculty, staff and visitors. Good campus design through Landscape Architecture can enhance the image of a campus, improve vehicular and pedestrian circulation, and create a place of distinguished character.
Pennoni Associates interactively collaborates with representative members of the education institution; administration, faculty, staff and/or students as appropriate to develop and document an understanding of project goals. A successful plan requires interaction and the confirmation of goals throughout the design process. Our design expertise includes campus roads, gateways, parking, green space, landscape, walkways, plazas, athletic fields, play areas and selection of standard site amenities. Our campus services include master planning, feasibility studies, detailed design, construction documents and construction observation.
Depending on the campus, Pennoni’s project design teams can consist of landscape architects supported with engineers and/or land planners whose combined knowledge and creativity leads to successful design solutions. Pennoni’s design approach to campus projects is to analyze and design in context with the site and to leave a good lasting impression. Infrastructure and Public Works
Roadways, sanitary and storm sewers, water distribution systems, streetscapes, sidewalks, parks, and bicycle paths are key components in a community’s infrastructure and critical to the enjoyment and quality of life experienced by its residents. Existing residents expect infrastructure to be well-maintained and future residents evaluate these capital assets in their search for a home.
Pennoni’s Municipal Technology works closely with the municipality and regulatory agencies in providing design and construction management for roads, parks and recreation facilities, utilities, and Municipal Public Works Facilities including garage and office facilities, salt domes, and other storage facilities.
Our services include to development of bid documents, bid solicitation, and review and recommendation of contractor’s bids. Construction management services include oversight of construction, review of construction submittals, and review and approval of pay requests. Pennoni staff assist our municipal clients with developing their yearly capital improvement budgets by providing cost estimates for various projects and investigating potential funding sources.

Hugh J. Dougherty, PE
Hugh J. Dougherty, PE, serves as Associate Vice President for Municipal Engineering. He is responsible for the operations of the Municipal Engineering projects and staff in New Jersey and the Philadelphia region. Hugh joined Pennoni Associates in 1985 and his experience includes strong emphasis in municipal engineering, including code compliance, reviews for planning and zoning boards, design of roads, parks, and municipal facilities, stream and watershed hydrology, hydraulics, flood control structure design, grading reviews, and site engineering. He has extensive public involvement before Community Planning, Policy Making, and Advisory Boards. Hugh possesses a Civil Engineering degree from Villanova University and completed supplemental coursework at the University of Pennsylvania. He is a licensed Professional Engineer in Pennsylvania and New Jersey, a Certified Municipal Engineer and a Certified Public Works Manager in New Jersey.
Hugh is Past President and a member of the South Jersey Branch of the American Society of Civil Engineers.
Markus Weidner
Markus Weidner serves as Associate Vice President and Director of Information Technology. He is responsible for technology strategy and vision for the firm. His broad responsibility also consists of the day to day operations of all technology related aspects of the business, including the built infrastructure as well as applications and processes which accompany them. He currently leads an IT department comprised of teams responsible for design support, IT infrastructure and helpdesk, and back office business applications. Markus has been involved in projects such as the implementation of a new financial accounting system, customer relationship management, human resources systems, and payroll. On the production side, his projects have included the almost yearly deployment of design software upgrades as well as training and standards for various technical and regional divisions in the firm. He earned both a bachelor’s degree in Civil Engineering and a master’s degree in Management Information Systems from Temple University.
Markus is on the board of directors of the non-profit Friends of Seger Park Playground, and on the planning board position with the ACEC IT Forum. He is also a member of an independent AEC Large Firm Roundtable and volunteers his IT expertise in an advisory role to the PENJERDEL Council and The Engineers Club of Philadelphia.

The Pennoni Transportation Technology has provided a wide range of traffic engineering services to both public and private sector clients. Our assignments include individual projects and numerous open-end contracts. We provide on-call consulting services to state, county, and local entities, and we provide expert testimony using PTOE’s before Planning and Zoning Boards in the areas of traffic impact, site circulation, and shared parking.
Transportation System Operations
Pennoni Associates provides a wide variety of transportation system operations services to public and private sector clients. Our Professional Traffic Operations Engineers (PTOEs) and support staff provides these services to our Department of Transportation, municipal, university, and private clients. Pennoni’s project experience ranges from small specific studies to large, complex traffic corridor design projects to open-ended services contracts. Each project is unique and requires a specific approach, depending on the complexity of the issues and the stakeholders involved. Pennoni seeks to understand our clients’ traffic system operations needs and plan and execute the most effective solution. Pennoni is also experienced in supplying staff to support Traffic Operations Centers as we have done for State DOTs.
Pennoni’s transportation system operations services include traffic planning, traffic operation studies, traffic design, maintenance and protection of traffic design for construction projects, parking facility design, services during construction related to traffic control installation, traffic study and design review services, traffic safety research and training, Intelligent Transportation System (ITS) planning and design (including design-build), municipal traffic engineering and expert testimony.
Real Estate Pre-Purchase Due Diligence
Buyers purchasing real estate need assurance that the building or facilities that they are interested in acquiring do not have structural integrity problems. In many cases, used buildings or facilities need some form of repairs in order make them operational, and potential buyers need some idea of the likely cost of repairs prior to closing on the property. Buyers often have an alternate use in mind for the property being purchased that may be slightly or significantly different from the original or current use, and the adapt reuse potential of the structure must be determined before the property is purchased. Pennoni has the capability and experience to provide real estate pre-purchase due diligence condition assessments that address the concerns of potential buyers of commercial, institutional, industrial, and near- shore marine structures for structural integrity, repair costs, and adaptive reuse potential. Pennoni provides structural due diligence investigations for buildings, distribution and manufacturing facilities, industrial structures, parking garages, and many other types of structures.
C.R. "Chuck" Pennoni, PE
C.R. “Chuck” Pennoni, PE, is Pennoni Associates’ Founder and Chairman. As a young engineer starting out more than 50 years ago, Mr. Pennoni learned early that reputation means everything when providing consulting services. Doing good work for clients at a fair price, and making sure to communicate with them every step of the way, helped him to build an excellent reputation as a professional engineer. That reputation provided the building blocks for the success of the firm that he founded.
In addition to his role with Pennoni Associates, Mr. Pennoni served in 2009/2010 as Interim President and CEO of Drexel University, the institution where he earned both his BS and MS Degrees in Civil Engineering. This is a repeat service for him, having served as Interim President from 1994-1995, as well as having previously served as a University Trustee and Chairman of the Board. Mr. Pennoni received an honorary doctorate from the University in 1992.
Mr. Pennoni has been President of the American Society of Civil Engineers (ASCE) and Director and President of the ASCE Foundation; a Trustee and President of United Engineering Trustees, Inc.; President of the Accreditation Board for Engineering and Technology; and a member of the United States Council for International Engineering Practice. He served on the Engineering Advisory Boards of Widener University, the University of Pennsylvania and Drexel, and he is vice chair of the Board of Governors of the Pennsylvania State System of Higher Education. Mr. Pennoni serves on the Corporate Boards of Parke Bank, GCA Services, Inc., and The Granite Group. He also serves on the Boards of the World Trade Center of Greater Philadelphia, the University City Science Center, the Schuylkill River Development Corporation, and is a member of the National Academy of Engineering.
