Nelson J. Shaffer serves as Executive Vice President and Chief Administrative Officer. As CAO he is responsible for all administrative support for Pennoni’s 30 offices. Prior to being CAO, he served as Chief Operating Officer and Office Principal for Philadelphia, PA. Nelson joined the firm in 1979 and previously served as Senior Vice President and Transportation Technology Principal. Nelson was one of the two original staff members responsible for the creation of the Transportation Technology Division at Pennoni. He has extensive experience in transportation project management and organizational management.

His technical expertise includes experience in traffic planning and engineering. Specific areas of expertise include planning, parking, traffic impact, pedestrian planning, mass transit, traffic volume and bicycle planning studies, traffic signal design, transportation system management, comprehensive transportation planning, and economic impact studies for governmental and private industry clients.

Nelson is familiar with various Departments of Transportation and other transportation agencies’ design regulations and contract procedures, as well as local and federal guidelines for transportation-related requirements. 

Nelson holds a bachelor’s degree in sociology from Western Maryland College (McDaniel) and a master’s degree in transportation engineering from Villanova University.

Nelson sits on Pennoni’s Executive Committee and Strategic Planning Committee. He previously served on Pennoni’s Board of Directors from 1986 to 2011. He is a Fellow and Life Member of the Institute of Transportation Engineers (ITE), having served as President of the Mid-Atlantic Section and District 2 in ITE, as well as the International Director for the District. He is a member of the American Society of Highway Engineers (ASHE) and the current Chairman of the Southwest Delaware County Municipal Authority. He has been a member of the Villanova CEE Advisory Committee since 2004.
