As Pennoni celebrates its 60th anniversary, choosing just one employee to spotlight didn’t feel right. Because the truth is, this milestone belongs to every employee-owner who has helped shape who we are, where we’ve been and where we’re going next.
In 1966, C.R. “Chuck” Pennoni opened a one‑man office at 67th and Haverford Avenue in West Philadelphia. With a drafting table, determination, and a commitment to doing things the right way, Chuck laid the foundation for what would become Pennoni. His early work, from private clients like C&J Construction Company to public projects such as a Philadelphia Police Station at 20th and Pennsylvania Avenue, set the tone for a firm built on relationships, trust and technical excellence.
Sixty years later, that single desk has grown into a 100% employee‑owned firm of more than 1,400 professionals across 37 offices in 10 states and Washington, D.C. Our geographic footprint has expanded thoughtfully from the Mid‑Atlantic to New England, the Southeast, North Carolina, and the National Capital region, but our core values have remained the same.
The Common Thread: Our People
What truly defines Pennoni isn’t just where we work or the projects we deliver, it’s who delivers them. What makes Pennoni special is the pride our employees take in their work and in one another.

Over the decades, Pennoni has expanded its services to meet evolving client needs, from transportation and infrastructure to environmental services, construction services and GIS. Landmark projects like the I‑95 CAP in Philadelphia demonstrate the scale and complexity of what our teams can accomplish together.
Equally important are the relationships built along the way within teams, with clients and throughout the communities we serve. That focus on people is why Pennoni’s culture has remained entrepreneurial, collaborative, and resilient through decades of change.
Pennoni’s Employee Stock Ownership Plan (ESOP), launched in 1994 and culminating in full employee ownership in 2019, reinforced what had always been true: this firm succeeds because its people are invested, literally and figuratively.
Employee ownership empowers individuals at every level to think like leaders, act like partners, and take pride in building something that lasts. It’s a model that has strengthened our culture and positioned us for long‑term success.
