The North Jersey Transportation Authority’s Emerging Centers program connects municipalities looking to better leverage their transit assets to technical assistance for both land use and transportation planning. In Freehold, a project team led by Pennoni developed a downtown vision plan to expand the borough’s Main Street revitalization efforts to include areas around its high-volume bus station. The recommendations in the plan were based on transit-supportive principles and included short- and long-term improvements to the bus station, two redevelopment area plans for the creation of new mixed-use and housing development on Main Street and near the bus station, parking management strategies, and improvements to existing pedestrian and bicycle infrastructure.

The Vision Plan was accompanied by three redevelopment plans: an updated plan for the borough’s existing revitalization area and two area-specific redevelopment plans to guide development in the borough moving forward.
